The New York Public Service Commission (PSC) adopted a Clean Energy Standard (CES) in August 2016, instituting a timeline for the load serving entities* (LSE) a.k.a. Utility Companies, in the state to procure at least 50% of the electricity consumed in the state from renewable energy resource. In 2020, the CES was expanded to meet the Climate Act's requirements, which set a goal of achieving 70% renewablys by 2030.
New York’s Clean Energy Standard (CES) is designed to fight climate change, reduce harmful air pollution, and ensure a diverse and reliable low carbon energy supply.
CES is proceeding on a Motion of the NYS Public Service Commission to Implement a Large-Scale Renewable Program and a Clean Energy Standard.
Large Scale Renewables include, Land Based Photovoltaic (PV) Solar Panels, Land Based Wind and Off-Shore Wind turbines.

Community Distributed Generation (CDG), also known as community solar, is a way for utility customers to subscribe to renewable energy projects in their area and receive credits transferred from the solar farm to their electricity bill guaranteeing them a monthly savings.
Subscribers "share the profits" (profits = CDG bill credits) from the electricity being generated from the projects solar panels and sold to the power grid.
The CDG credits are distributed evenly and show up as a community distributed generation credits on members monthly electricity bills.
New York's electricity regulator separated the "right to claim" to be using solar electricity from community solar. This allows the utility to pay more for the electricity, which means that community solar customers get more savings on their electric bill.
The New York State Energy Research and Development Authority(NYSERDA) provides information and analysis, funding, and programs to help New Yorkers reduce their reliance on fossil fuels, save money, and use renewable energy.

Can I Ask You A Question Please...What is done with old solar panels?
More than 85% percent of a solar photovoltaic (PV) module is made of materials we already know how to recycle, like aluminum and glass.
Recycling solar panels is an emerging yet crucial aspect of managing the growing number of solar installations in the United States. Here are some key facts about solar panel recycling currently in place:
1. Lifespan and Disposal: Solar panels typically last around 25 to 30 years.
2. Recyclable Components: Solar panels are made from various materials, including silicon solar cells, metal framing, glass sheets, wires, and plexiglass.
3. Recycling Processes: There are several methods to recycle solar panels:
- Re-use or Refurbishing: Some panels can be refurbished and reused, though their efficiency may be reduced.
- Mechanical Recycling: This involves physically breaking down the panels to separate different materials.
- Chemical/Thermal Recycling: This process uses chemical treatments or heat to extract valuable materials from the panels.
4. Economic and Environmental Impact: Recycling solar panels not only helps in reducing landfill waste but also conserves rare and expensive elements like gallium and indium.
5. Initiatives and Programs: The Solar Energy Industries Association (SEIA) has established the National PV Recycling Program to develop best practices for end-of-life management of solar panels.
These recycling efforts are crucial for creating a sustainable clean energy economy and ensuring that the growth of solar power continues to benefit the environment without contributing to waste and pollution.

Community solar is best understood as an annual program. This makes sense because it’s based on the sun. The important thing to keep in mind is you will always save in the long run because you’re purchasing solar credits for 90 cents on the dollar, and some portion of your electric bill (sometimes all of it) will always be offset by the face-value of these credits.

The idea of forming "The New York Clean Energy Alliance" stemmed from five years of experience in the community solar industry. As a subscriber organizer, my role involves finding, educating, and enrolling community members in local community solar projects.
From my first day in the industry to the present, a consistent comment from 90% of the hundreds of electricity customers I've assisted is: "What is community solar? It sounds too good to be true. Let me do some research."
Once we explain to consumers how it actually works and they completely understand: Community Solar is a state-run program offering benefits to participating electricity customers triggers an "Aha!" moment. By joining a local community solar project, they will receive monthly bill credits and stop overpaying for electricity.
Our goal is to continually create that "Aha!" moment by educating consumers on a large scale and enrolling New Yorkers interested in saving money and the planet into local clean energy initiatives such as Community Solar.
